How do I customize a limited account on XP Pro?

I created a limited account for my wife for security reasons. The problem is that the account is too limited. I can't even enable the launch bar. How can I enable some of the limited features in the account to make it more usable? Do I need third-party software (preferably freeware) or is it possible in Windows (I tried to work with Group Policy Editor but I got lost there)? Thanks in advance.
