North Korea: Why is it that N Korea is not held accountable for the kidnappings of overseas individuals?

Why is it that N Korea isn't held accountable for kidnapping overseas individuals by international law? Certainly, if they can bring to trial ex-Nazi criminals to the Hague, can't they try Kim Jong il? I am curious to find out as I've read they've kidnapped random individuals overseas incl. Japanese, S.Korean, Chinese, Thai, Lebanese individuals. It's sad that they've destroyed so many lives by doing this. Many of these people are still alive though they still live in N Korea for over 20 yrs now.
